         I. RECOMMENDATION

         It is hereby recommended that this action be dismissed due to Plaintiff's failure to prosecute.

         II. REPORT

         Plaintiff initiated this civil rights action on July 15, 2019, by filing a motion for leave to proceed in forma pauperis (“IFP”). The civil complaint attached to Plaintiff's motion was entirely incoherent, lacking any sort of factual narrative, description of the parties, or indication as to which federal laws were allegedly violated. ECF No. 1. The cover sheet accompanying his complaint listed the following “cause of actions”:
