AND NOW, this 13th day of March 2015, upon consideration of the Petition for Writ of Habeas Corpus pursuant to 28 U.S.C. ยง 2241, and the response thereto, and upon de novo review of the portions of the Report and Recommendation ("R & R") of United States Magistrate Judge Jacob P.
