Allowance of Appeal Nunc Pro Tunc is GRANTED. Additionally, this matter is REMANDED to the Court of Common Pleas of Cumberland County for the trial court to determine whether new counsel should be appointed to prepare and file a Petition for Allowance of Appeal. A Petition for Allowance of Appeal shall be filed within 45 days of the trial court's order resolving the question of whether counsel should be appointed.
