ORDER

AND NOW, this, 15th day of July, 2003, in accordance with the accompanying memorandum, it is hereby ORDERED that plaintiff's motion to compel and for costs is granted in part and denied in part. Defendant Bell is hereby DIRECTED to comply with the United States' discovery requests as set forth in the accompanying memorandum within fifteen (15) days of the date of this order. In all other respects, plaintiff's motion is denied. Each side will bear its own costs for litigating this motion. Defendant Bell is directed to collect the documents presented for in camera review.
