THE BACKGROUND OF THIS ORDER IS AS FOLLOWS:
By order dated January 10, 2003, the court preliminarily enjoined defendant, Thurston Paul Bell ("Bell"), from selling his fallacious "U.S. Sources" tax scheme. (Doc. 91, ¶ 1). The court also ordered that "Bell shall forthwith send a letter" to certain individuals
inform[ing] those persons of the entry of the court's
findings concerning the falsity of Bell's
representations, the falsity of the tax returns based
in whole or in part on the U.S. Sources argument, the
possibility of the imposition of frivolous-return
penalties against them, the possibility that the
United States may seek to recover any erroneous refund
they may have received, and the fact that a
preliminary injunction has been entered against Bell
(and attach a copy of this Order to the letter); and
Bell shall simultaneously serve copies of all such
letters (without attachment) to counsel for the United
States at the address listed on the docket of this
matter. . . .

By order dated April 1, 2003, the court modified the last clause of paragraph two, pending disposition of the government's motion to compel, as follows: [ Page 2]
"and Bell shall simultaneously serve copies of all
such letters (without attachment) under seal to the
Clerk of Court of the United States District Court for
the Middle District of Pennsylvania.
(Doc. 106) (emphasis in original). The court also directed Bell to file a status report regarding his compliance with paragraph two of the preliminary injunction, as amended, on or before April 20, 2003.
AND NOW, this 15th day of July, 2003, in light of the court's disposition of the United States' motion to compel, the court's order dated April 1, 2003 (Doc. 106) is hereby VACATED to the extent that it amends paragraph two of the preliminary injunction order. Defendant Bell is directed: (1) to comply with paragraph 2 of the preliminary injunction order within twenty (20) days of the date of this order and (2) to file a status report with the Clerk of Court, and serve a copy of the status report on the plaintiff, regarding his compliance with paragraph 2 of the preliminary injunction order, within twenty-five (25) days of the date of this order. If defendant Bell fails to comply with this order in a timely fashion, he may be subject to sanctions. See Local Rule 83.3.1. [ Page 1]
